Citizens who wish
to post on the website of the Government's feedback arm, Reach,
must log in and register from next month, Prime Minister Lee Hsien
Loong said yesterday.
This comes in the context of the Government's "New Media rules"
which include requiring news websites that exceed a certain
readership to be licensed and requiring news and current affairs
sites not to receive foreign funding.
Mr Lee was addressing some 300 guests at an event
at Singapore Press Holdings to celebrate Lianhe Zaobao's 90th
anniversary.
Rules and norms have yet to catch up with the new
reality of the media, he said. To take full advantage of the new
media environment, Singapore needs to build a secure and
responsible online space to encourage a constructive exchange of
views.
Mr Lee listed three problems that have arisen as a
result of the rise of social media - hacking, cyber-bullying and
trolling.
The new rules will protect responsible users from
those who abuse cyberspace, he added.
"In Singapore, we see much constructive engagement
online, but also no lack of trolling," he said. "We must fight back
against such trolling, and provide a safe and responsible online
space, which promotes constructive participation."
